What's even sadder is that they breed. I don't think it's necessarily genetic; maybe taking any children she has away from her at birth and placing them with kind, intelligent people would prevent a life-long repeat of that woman's insanity. But there's a whole culture out there like that -- I've heard members of it talking on buses and elsewhere, and they all seem to have permanently checked their brains at the door and gone elsewhere.

Her voice has an odd tone, as if it's all just a big joke to her, or a game. It's hard to tell where she's coming from, emotionally speaking, but yeah, she could well be mentally ill. I'd say "developmentally disabled," except that her tone of voice is too strong for that (I think). Maybe she was high on something like meth. No matter what, she isn't normal.
