On pokemon Emerald...

I was goin back and forth between hatching a perfect team and leveling up after Flannery's gym and then I happened to look at the list of pokemon that can be caught in the game. I noted that there is Bagon, a pokemon that I've never had/used

It doesn't really help, because I know you can get it at Meteor Falls, but it's like one room before Steven's room, is it then possible to get there?

You need Surf and Waterfall. I think you need the last badge, the Rain Badge, in order to use Waterfall.

As far as I can tell from my Pokemon Emerald guide, you need all eight badges but you don't actually have to have beaten the Elite Four.

Pretty much what everyone's said. Meteor Falls is located north of Oreburgh, but Bagon is only found in one part of the cavern - and for that you need waterfall (surf is assumed) which isn't obtainable until after you've obtained the 8th badge.
There should be an old couple, veterans, I think, that are only battleable around the area where the cavern is found so if you can reach them, you're on the right track. I think there's a dragon fang or some item in the cave where bagon is found.
