The reason it hasn't been around at all could mean that it has yet to surface in the dream world.
A lot of pokemon with the coolest DW abilities have yet to be seen and befriended. Some might come up later in a new area or in an event.

Vulpix with drought does exist, but it's very rare. I managed to find one but it was male so I didn't take it.

Well, the vulpix antenna traded me is a girl, so I suppose I could breed one for you if you'd like? I'm a little busy for the next couple of days, so it might not be too fast, but I could probably have you one.

I actually just traded for a Vulpix on the GTS, and it has Drought! I'm breeding it now, so I'd be happy to give you an egg or a baby.

Er, guess it would have to be a baby so I would know it gets Drought. Forgot about that.
