Premier Balls + Lugia

So I'm trying to catch Lugia- in a Premier Ball, mostly for personal satisfaction- and I'm curious what the catch rate is with this ball. Is it more and less the same as a regular Pokeball?

Also, is it better to put him to sleep or paralyze him? Do I need False Swipe or can it be caught with just a little HP?

I should probably go buy some Pokeball bundles to get more Premier Balls. I only have like three and I'll probably never catch it with so few (without lots of SRs)

Freeze or Sleep > Paralyze

And it all depends on how patient/lucky you are in regards to HP I think.
