IVs are basically a Pokémon's genetics. They're set in stone when you encounter the Pokémon, or when you hatch it and play a part in determining how high Pokémon's final stats will be. Like, if a Pokémon has a max IV in, say, Defense, and if it has a +Def nature, and 252 Effort Values in Defense, it'll have the highest Defense stat at L.100 that its species can legally have.
IVs also range from 0 to 31, and for competitive battle, the higher, the better.
IVs are a number, between 0 and 31, which is attached to each of a Pokemon's stats. Each IV point translates to an extra stat in that point by Lv. 100. So if a Pokemon has a 31 IV in HP, it'll have 31 more HP at Lv. 100 than a Pokemon with a 0 IV would.
A Pokemon's IVs are determined when you catch it in the wild, or when you recieve the egg from the daycare man. The best way to determine what IVs your Pokemon has is with an IV calculator. Keep in mind that IV calculators become less accurate the lower your level is. A lot of people hoarde Rare Candies in order to artificially level a Pokemon up, check its IVs, and then reset.
