Have a meet with A's boss on Monday. He's finally decided to pay someone to design the company website after purchasing the domain name five years ago, and paying $40/yr to keep it active. Give him a package deal. You'll create a site of up to x number of pages for $x. $1300 seems a little low to me, considering that your wife's employer may or may not be prone to micro-managing the design. Most professionals put together a couple of "looks" for the client to choose from. This also gives the client a legitimate window to ask for changes, etc.

Maintenance should be done by someone on-site. You should set it up so that it's easy to update the information. Maybe your wife could do this. You will sleep easier if you are not in the maintenance game.

I increased the price to $1500 ($500 for the main page, and $250 for 4 subpages) as a basic design. I created a recommended package for them with everything they would get for their $1500, and also added some extra cost considerations at the bottom (Monthly Maintenance/Updates, Site Traffic Recommendation Report, Site Submission to 200+ Search Engines, Coaching Sessions to Staff on Site Maintenance). It's an impressive sheet of information, I think, so it should help. I'm bringing my laptop with me tomorrow to show them some of the other websites I've designed. And I'll show them a draft site for their company (that i've already spent 15 hours on probably, so i hope they employ me).
