Несмотря на все усилия властей Испании сорвать Каталонский референдум - они уже об'явили его "аннулированным" - правительство Каталонии и активисты продолжают подготовку к голосованию.

МАДРИД, 30 сентября. /ТАСС/. Власти Испании считают аннулированным референдум о независимости Каталонии, который должен состояться 1 октября.
Об этом в субботу заявил министр образования, культуры и спорта, официальный представитель правительства Иньиго Мендес де Виго.
По его словам, «нелегальный плебисцит, организованный властями Каталонии, уже аннулирован правовым государством».
Глава ведомства подчеркнул, что данный референдум «вне закона» и не имеет «никакой международной поддержки». Мендес де Виго призвал жителей Испании к «хладнокровию и спокойствию» и отметил, что правительство «продолжит информировать подданных» о том, как развивается ситуация.
Ранее суд постановил заблокировать доступ к 29 программам, которые могут быть использованы для подсчета голосов или электронного голосования на плебисците. Для исполнения данного решения в Центр телекоммуникаций и информационных технологий каталонских властей прибыла гражданская гвардия.

Spanish Government spokesperson Íñigo Méndez de Vigo has claimed this Saturday that “the referendum has already been nullified through the imposition of the rule of law” thanks to the "blow" struck today by Civil Guard agents against the Catalan Government's Telecoms and IT Centre near Barcelona. According to Méndez de Vigo, the operation sought to prevent “telematic voting and the counting of votes”, and was carried out “within the strict framework of the law” and “under a court order”.
The referendum, he said, “is outside the law, it has no international support, no electoral commission, there are no ballot papers, electoral roll, or polling places, and as of today we also know that no telematic counting of the results is possible either”. As well, he argued that “unlike the other 35 votes that have been carried out in Catalonia since 1977”, this is the first in which the requirement for no campaigning on the day before the vote has not been respected, as several of the referendum's proponents are out canvassing”. For this reason he wanted to send a message of “serenity and calm” to the Spanish people and to assure them “that their government is following events in Catalonia in detail".
Méndez de Vigo did not want to comment on whether the Spanish Prime Minister, Mariano Rajoy, will make a public appearance this Sunday to evaluate events in Catalonia. However, sources within his team have indicated that the PM will be in his office. Deputy Prime Minister, Soraya Sáenz de Santamaría, as well as Méndez de Vigo himself will be accompanying him at the Moncloa, the Prime Ministerial residence.
Possible appearances
According to Méndez de Vigo, possible public appearances will be decided during the morning of referendum day. “We will watch as the morning goes on and will take appropriate decisions, but in any case will keep Spaniards informed at all times of these events”, he said.
Regarding the rallies in defence of the “unity of Spain” that have taken place in Madrid and other Spanish cities this Saturday, Méndez de Vigo assured that his government “always respects the rights to free speech, assembly and protest, for everybody”. “Spain is a mature and advanced democracy and naturally, people express their concerns, desires and aspirations”.

ANC and Òmnium are giving the latest recommendations to mobilize the citizens to "guarantee" the opening of the polling stations. Catalan president Carles Puigdemont has reiterated in an interview with Germany's most important newspaper, Frankfurter Allgemeine, that tomorrow's referendum on independence will be binding.
"Of course the result will be binding. Catalonia will be very clear about this on October 1st. Today there are more people in Catalonia who want to vote than a month ago. This is not only a consequence of the campaign, but also of the Spanish state's repression. People are facing a decisive choice on whether to build a republic from the ground up or to carry on in a state which restricts their fundamental freedoms", explained Puigdemont.
Asked whether on Monday he would still hold his seat at the head of the Catalan government, Puigdemont said he had no doubt he would. "If 'Yes' wins, I will be organizing the transition to the future Republic of Catalonia as President", he said, adding that this would lead to Catalan law coming into force.
Puigdemont also clarified speculation about possible negotiations, saying they would be limited to the provisions envisaged in the Referendum Law. "After the official proclamation of the results, which can't be expected on the first or second day, the electoral law then foresees a period of 48 hours after which independence must be declared. That's the point when the negotiations start", he stressed.
