Yep private courier services are a nice alternative as well.
Often more costly, but if both parties are ok with it, it should work.

I sent a parcale SAL from Japan to Canada in October. Could this be why it hasn't come?

Depends where in Canada it is going. Certain cities (like mine) aren't affected too bad, because I'm in a small little city... If they live in one of the larger cities I know some are in full blown strike as opposed to rotating strikes. That is probably most likely the reason! ^^

As someone who buys online and sells a lot during winter this is very sad. It has been going on for too long.
