What / Who is this ~Mystery~ Jigglypuff?
Edit: I'm pretty sure this toy is made out of wood. (And it bears a lot of similarity to a Takara Tomy by the hole in the back, but they're still not the same)
I found this toy in my collection and don't remember anything about it. I'm pretty sure it's official... I just don't know what it is an official thing OF.
Anyone have any ideas?

There's no copyright or text on it anywhere, the paint job is pretty high quality, and there's a hole in the back of it. I think it's meant to attach to something? The figure is about an inch and a half tall & wide.
I'd like to sell this eventually, but first I would have to know what to call it, hahah. "HOLE-Y JIGGLYPUFF" just didn't sound quite right.
