The official rules for all city parks are that dogs must be on a leash unless they are in an Off-Leash Area. People pretty much ignore this rule in every park, though, so they'll still probably think you're a jerk if you say something even though you're right.

Well boo. I was hoping there was a rule I was just missing, and that maybe there's another park we could go to where people kept their pets on leashes. It really does bug me. It's hard to train my dog to behave around other dogs when there are owners who let their big dogs run up to her and freak her out.

I will feel like a jerk, but I guess I'll have to start saying something to these owners when it happens in the future.

yeah, I'm in the same boat as you. I have a smaller dog who gets super fear-aggressive when these big old dogs come bounding up to him.

It's hard arguing with people, though, because everyone feels that their dog is super well behaved off-leash, not like those other dogs.

If the dogs seem aggressive or the owners can't control them to a point where it becomes dangerous, call the police. Take a cell phone pic of the people and dog, if possible, in case they try to leave before police arrive.

Some might think this is extreme, but as a responsible dog owner, people like this piss me off. Both of my dogs, who are ALWAYS on-leash and always under control, have been attacked by off-leash dogs in the past. My smaller dog now tries to attack other dogs who come near him, because he is afraid and thinks he needs to protect himself. This somehow still doesn't deter other dog owners, who let their off-leash dogs run right up to my snarling, barking dog, and don't seem concerned when I yell to them that my dog WILL eat their dog. I have had to call the police in my own defense, because people's dogs run up to us, and the people always yell "Oh don't worry, he's friendly," and I have to scream at them "WELL MY DOG ISN'T, COME GET YOUR DOG BEFORE MINE BITES HIM, WHICH WILL BE YOUR FAULT BY THE WAY."
