Your city sounds a lot like my city.

The construction at our city hall has taken away all the handicapped parking and busses that go to city hall... They say that people should just go on line and do what they need to do... and a disability group is taking the city to court to fix hesitation because most disabled people in the area are low income and done have the internet.
