Just wondering, does a special feature from the DVD of a TV show/film count?

Awesome idea! :D

Question: If the short form is WITHIN a larger form like a tv show or a movie would that be okay? Like if in a tv show a group of characters were watching commercial or short film or something, would it be okay to do that? I hope that makes sense!

I'm gonna say no. That seems more like a scene to us but mostly because we don't know the context. Were you thinking of something in particular?

Not the OP, but...

The thing I thought of when I read the question was something like the Fruity Oaty Bars commercial from Serenity. So it's a short something within the 'verse of the larger work? If that makes sense.

I would say the Fruity Oaty Bars commercial would be okay if it was the full commercial rather than the scene from Serenity with the commercial.
