Question, can I do like a top ten favorite characters, from all different shows, as long as each one of them has at least ten pictures?

Each one doesn't have to have at least ten pictures, there has to be at least ten pictures in total to be a picspam. Like, I did a top tv pairings picspam and most of them had six pictures each. Or something like this picspam works too. But like this or this is not a picspam, it's more like a graphic (banner, wallpaper). You know?

This may be a little daft, but just to clarify, do the characters in question have to be from TV shows and movies, or could they come from somewhere else, like a comic book or a video game or whatever?

They could come from anywhere as long as they're a character. For example, Harvey Milk, the real person, is not a character but Sean Penn as Harvey Milk is a character. But that's irrelevant - as long as it's a character, it fits the challenge.
