I feel like I shouldn't just say it straight out, but, with Kame's belief that he was possibly being scammed having been revealed in the previous chapter, there's little point in hiding that fact, right~? So, yep, that's him. Unfortunately.

Even if the chapter seems uneventful, it usually isn't as it does give you base point for the plot or direction for the next or so.

I suppose so. That's really what this chapter is - a building point, and, I guess, sometimes, those are necessary.

Ah...how many chapters? Hm...I can't say I do know, to be perfectly honest~ I'm more for going with the flow and letting things take their own direction, I guess.

Of course they are. They really do help even if its just rough draft and you don't use it in the story.

That's what I do sometimes. My fic "Two Pendants" did that but I needed to reign the whole thing in at one point.

Yeah, there's lots of scenes I plan out in my head that never get written, just so I can flesh the characters out a bit. I think, for me, characters have a huge bearing on the plot.
