If something has two heads which hypothetically had separate brains, it wouldn't be able to decide on anything because the body wouldn't know which mind to obey.
Is that what that phrase means? I'd heard it once or twice but never knew... How very informative! I suppose a horse with two heads would be terribly smart. Imagine how many puzzles it could solve! That is, if horses can solve puzzles.
It does feel a bit strange meeting someone you've already met, but I suppose it can never be bad to meet people, even if you've met them before!
