I know it does not always work great but usually auto curves add some contrast and light
in this case I've got this result:
RGB Out 157 In 147
Red 1) Out 255 In 220 || 2) Out 0 In 15
Green 1) Out 0 In 6 || 2) Out 255 In 211
Blue 1) Out 255 In 205 || 2) Out 0 In 1
4. now add the texture (made by fuuurs)
then rotate it , blur and use smudge tool

5.Selective color layer
Neutrals -9 || -12 || -18|| 0
6. use this "texture" - I don't remember where I found it what it looked like and how I turned it to the way it is now
set to soft light 70% opacity
7. gradient map layer
#190e03 to #f7edcc
set on soft light 60% opacity
8. another gradient map layer
#222222 to # f4e42f
soft light 30%
(our icon may look too dark)
9. use this on screen 20% opacity
10. merge layers to the new layer
Image --> Adjustments --> Hue/Saturation +43 || -61 || 0
then Blur -> Gaussian Blur ( radius 1,4)
set on soft light 40%
11. merge layers again
sharpen - smart sharpen 26 || 0,4
12.
to screen 50%
and
screen 20%
I don't know who made this textures so if someone does please tell me, sorry.
