Now that Capaldi's days seem numbered the hunt for the New Who is on! Based on this clip I'd put my money on Rowan Atkinson; although I'll admit there is a lot to be said for Joanna Lumley. Who has been rather Dark lately and Who better than Mr. Bean to counter that?
