I couldn't help but notice that you mentioned there being some form of transportation out here... and also that it's not working/being renovated. How long is this going to take?

...Do you need any assistance with regards to getting these systems up and running again? I'd be more than happy to help you if it meant I got to go back home to my husband.

A couple months or so from the looks of it now: it's difficult to tell...

You would turn down my assistance simply because I'm not native to this city? Are you crazy, or just plain stupid? I'm not an alien. I'm an Elf. Get it right. No, you know what. Nevermind then. This only gives me more incentive to get that hyperphase gate built.

Not simply. There is a deeper meaning than that. Because of the complex system that was created when Paixao first came about, it is neccessary for a native to be working on the systems. "Alien" meaning "outsider"-- not an actual "alien" (I've only seen one drop by Paixao from what I can remember). I wish you luck in your current task to build a hyperphase gate.

Is there any sort of organized form of police department or law enforcement native to this city? If so, how might one get in contact with them?

The city had two at one point-- one much more undercover than the other. We no longer have a local police due to some events that occured before foreigners became to come in masses to the island... I understand that you would first need to find out which individuals are part of the group before coming in contact with them. I do not know their names or faces you see...

There was supposedly an attack on this city, roughly a month ago. Who were the attackers and how was it handled?

The attacks are still being investigated and the information is still classified. If possible, the reports should be known to the public after the attack is fully investgated. But as you should know, these investigates take some time.

One: Why do these 'lumens' seem to dislike me? I've been attacked by no less than seven.

Maybe you have a distasteful smell? But that is the way it is with foreigners I suppose.
Gray creatures? Oooh, you mean those related to the attacks? That is still under investigation and the information is still classified.

Your sense of humor is amusing. I do not sent any of my secretaries to hunt down "lumen" only to have them desolve into vegetables and such. I have never seen such a case. I apologize that the food is not to your tastes. We get imported in a world that few in Paixao should have heard of...
