I vote that the scientists had something to do with the city-wide memory loss. Although, I do wonder how they were able to affect even those who have had their chip removed.
As for your unrelated question, it seems you can go approximately two weeks before they short-circuit or whatever and shock you. Some have been shocked in only a week, and some have been shocked after three or more weeks without using it.
The high school has been frighteningly loud, so if you're trying to study there, good luck. There's a library in the city which is... usually one of the most quiet places here.

I would believe that, except I know that those sorts of things have only been in existence for three years. Personally, I wish they didn't exist at all and that everyone was normal.

I don't have any supernatural powers myself. But! It would be so cool if I did! I'm happy being a normal high school freshman... who... got transported into a post-apocalyptic city.

I'm not stupid enough to just leave it. If there are monsters inside the city, there's probably more outside the city. But if I can't leave the high school without Haruhi noticing, I doubt I'm going to leave the city without her grabbing me by the ear and dragging me back to the club room.
Some days, I'd rather take my chances with the monsters, though.
