Why it is that public (multi-person) rest rooms are almost never equipped with some sort of Muzak-style filler noise?

The loud music was the first thing I noticed at the Border Cafe's restrooms. I thought "wow, what a great idea!"

I have been known to be "pee shy" from time to time.
