Eep. I love dark!fic, it's one of my favourite fanfiction traits, and this is especially good because it holds true to what the Doctor does. He goes to help people, but there's never a guarantee that he can save them. Hell, he didn't save Astrid, the others were lucky to get out alive.
An excellent bit of Dark!Doctor, completely consistent with his behaviour on the screen. Maybe that's why he hangs around humans- they believe in him uncritically in a way that his own people never did.
And, as he said to Pete in Doomsday, maybe that's all he needs.
Maybe it is - it must be, in at least one potential fanfictional universe. He loves inspiring people, and humans are good for that. Shiny, the way they light up - and the Doctor so likes shiny things.
Must rewatch season two - it's been long enough that my memories of it have clouded over.
This certainly matches with the story. When someone promises another, in the middle of disaster, that 'it will be all right' or 'I'll get you out of here', you know they're doomed.

Doesn't have to be VotD though. This could be any of his adventures. There always seems to be a moment where they turn to him to save the day.

And you might be right - it would lose a nuance or two, but there are almost certainly quite a few places it could fit.
