I've been arrested on a few occasions, and have NEVER had cuffs put around my wrists so loosely that they would be able to ride up as far on the forearm as shown in the video. In fact, it seems to be SOP to cuff somebody so hard in order to prevent this exact type of free movement of the arms. The video is very misleading.
