people say bigoted, awful things all the time without being mentally ill. in this case, there's definitely a chance that he's suffering from psychosis which they'll investigate at the hospital but it's not known yet.
and really expressing that anyone mentally ill needs to be locked in a psych ward (unless you're their doctor) is stigmatizing and hurtful to other mentally ill people who hear it.
i mean, i guess at least you didn't add in the "& throw away the key bit!" i often hear, but it's still not a very helpful comment.
