The root of it is that these people are fixated on the forbidden, particularly when they are powerful and getting away with it underscores their sense of power. When a religious figurehead sneaks off to buy illicit gay sex, he's not necessarily "really" gay and aroused by the male body; he's actually turned on by the fact that he's not supposed to be doing it. It is this fetish for the forbidden that they project onto everyone in the world, quite sure that any man thinking of sex with a man is feeling the same thing they do: a tempting path to hell, with children and animals further along it, that they want to see how far down it they can go and still come back.
