Seriously, if you tell people they can't carry stuff in their luggage, they'll carry it in their clothing, and if they can't carry it in their clothing, they'll carry it in their bodies. If they can't carry it in their bodies, they'll stop trying to blow up whatever you want them to not blow up, and they'll blow up something else that has absolutely zero protection. Maybe even your screening station.
