p.s. i like how the article uses the girl's initials for her protection and then quotes her mother, listing the last name...

It does mention that "both she and her mother appear willing to be identified in the press." One hopes they wouldn't have indirectly revealed the girl's surname like that if this weren't the case -- though admittedly, that's more of a hope than it is something I feel in any way confident about.
