With the advent of Zero Tolerance policies, I'm guessing? I mean, there's always been bullying, but kids used to be allowed to hit back out of self-defense.

I'm pretty sure the way it works is that both students are suspended, even if the victim doesn't hit back. So they can hit back, but they get in trouble too.
