The Cheyenne River tribe has for years asked Congress for funds to restore its ancient water system, which Mr. Brings Plenty said was decades overdue for an upgrade. The total cost would be about $65 million, which may be hard to raise in Washington in the current budget-cutting atmosphere.

What do you mean not brown or not poor? Maybe I'm misunderstanding your meaning, but they are the "original" brown people as far as America is concerned, and reservations are frequently quite poverty-stricken.

I'd suggest The Native American Heritage Association as a good alternative. They already work to provide propane, food, and clothes to residents of Pine Ridge and nearby reservations. They've been there 17 years and have had a 4 star (highest) rating for 5 years through Charity Navigator indicating they are financially sound.

You can donate in any amount through the website.
