If you have a 15 year old truck that is gas guzzling because you can't even afford a used car, you can't afford to take part in the program. Hence why it only helps richer people.
ALSO gas guzzling DOES NOT EQUAL CLUNKER in more peoples vocabulary. The car can't be older than a 80 something, and for it to qualify it HAS to be a gas guzzler. So a newer car that works perfectly fine but only gets 18mpg is considered a clunker in this program.
