Because Bosnia may not be able to afford getting rid of mines very fast - at least that would be my guess, considering the situation in Bosnia is really not very peachy (for example, CIA factbook says: "unemployment rate: 45.5% official rate; grey economy may reduce actual unemployment to 25-30% (31 December 2004 est.)".
I don't know about money being used for ridiculous things, only about the government system in Bosnia being so unmanageable, it basically makes -everything- so much harder to do from the top down. I'd see that, personally, as an explanation for why getting rid of mines is still going to take a long time.

times like this I understand why people hate the United Nations. How do you just "give" people a few more decades to get rid of LANDMINES?
