What the fuck?

times like this I understand why people hate the United Nations. How do you just "give" people a few more decades to get rid of LANDMINES?

Because Bosnia may not be able to afford getting rid of mines very fast - at least that would be my guess, considering the situation in Bosnia is really not very peachy (for example, CIA factbook says: "unemployment rate: 45.5% official rate; grey economy may reduce actual unemployment to 25-30% (31 December 2004 est.)".

I don't know about money being used for ridiculous things, only about the government system in Bosnia being so unmanageable, it basically makes -everything- so much harder to do from the top down. I'd see that, personally, as an explanation for why getting rid of mines is still going to take a long time.

Yeah, maybe switching around the order of importance in this case would save them some bad news like "Wealthy tourist blown up". ;p That's what happens occasionally in Croatia, actually, when moronic hunters just have to go into non-cleared woods. Then again, Croatia has a ton more pretty tourist destinations than Bosnia. It actually never even occured to me to go to Bosnia for a holiday unless it's to visit friends...

Wouldn't USAID decide on how the money is being spent? As in, was that their "fault" it was used on advertisement expenses?

Oh, okay. I just wasn't sure whether the government had a say in it and would be the one to blame, or whether it was just the "fault" of USAID to misuse the money in such a way.

While I was never in Bosnia - only in Croatia - I remember how difficult it was for my Croatian father to just renew his passport. Administration was a mess there.

And judging from my aunt's stories - who lives in Banja Luka it doesn't seem that much different there.

Well, being Croatian and having dealt with the administrative process, I can definitely agree that it's hard. Actually, I would say that they are nasty, corrupt f**kers, but then again, we want our property back that the state took from us. Kinda more difficult, even.

Also, I wouldn't really compare Bosnia and Croatia; Croatia is, after all, the supposed next EU candidate (when Slovenia is done being mean ;p). There's a world of difference between the two in many aspects.
