The Washington Post link in the edit says that Simonds won the seat by one vote. (EDIT)Oh, I see. It's mentioned in the link at the start of the article.

One would think that a ballot with multiple choices marked would have that vote invalidated. At least that's the case in my state (unless it's a multiple vote race, of course). It even clearly says it on the ballot, not accounting for changed votes.
