I loathe breed specific legislation but i'm an avid lover of pitbulls. I get that some dogs are violent but I hate that so often we focus solely on the dog and retribution and not on the owners.
I agree, people who have dogs have responsibility over them. Have to train them to make sure they aren't aggressive, if they can't train out the aggression make sure their dogs can't escape. Way too often "owners" (I hate that term) are let off the hook.
We've adopted several dogs from animal shelters over the years and people just suck (i.e. one dog had been beaten, one dog had basically been chained outside and left there all the time/neglected).
I'd venture to guess that a lot of problematic dogs are problematic because of the way they were treated by humans.
I feel so horribly for that woman and her loved ones, but like you I don't quite understand how punishing/banning a breed as a whole will do anything? Irresponsible humans should be punished. I certainly hope this dog's human will be investigated, I'm sorry but blaming it on the dog or a hole that allowed the dog to enter the other yard isn't good enough. It was the humans' responsibility to deal with their dog's aggression, either through training or by guaranteeing that the dog wouldn't be able to escape through a hole or any other means.
That poor woman omg :( I'm really scared of being attacked by a dog even though I've always owned big dogs and feel very comfortable around them. I've just seen too many people who can't handle their dogs or don't do anything when their dog is being aggressive. People whose dogs are always roaming around loose especially piss me off.
I agree. I love dogs too but I have neighbors who let their dogs do this and it drives me up the wall (=our dog is ALWAYS either on a leash or in the house or the backyard, which is fenced and he can't get out of, and we DON'T let him stay there and bark to annoy everyone either).

At least our mayor (=Denis Coderre, in the article) stated that banning the breed in Toronto hasn't accomplished much (if anything).

I love dogs and that woman and dog were victims of the dog owner's negligence. It's a fucking shame.
