Im thinking that it is not at ALL safe, and that your landlord is in fact responsible for insulating the pipes enough so that you dont have to risk setting yourself on fire.
I believe tht giving basic utilities like water is a legal responsibility of your landlord. If he refuses to fix it, you likely have free recourse... like not paying rent, or simply reporting him.
I was confused. He put the heater back there just to thaw out the line. I don't have to keep it there all the time. I do, however, have to leave the cold water trickling as long as the temp is below freezing - which is ok, because the landlord pays the water bill.
I'm sorry, I really hate sending christmas cards...never have been very good at it. I do want you to know, I appreciate your friendship and the way you share your struggles. Somehow reading about others makes my life seem more tolerable.
