This so sucks for you! I hate LL's who think they can take advantage like this. I'm kind of thinking that if it's financially viable, you might want to consider another place. I mean even if you do what the LL wants (that is a lot of $s) you're going to resent it and whose to say they don't start demanding inspections of your unit? There are some really great LLs out there and there are some real stinky ones. I am suspicious of yours.
I have no answer to your blind question. It sounds like you've done most everything you can do. I don't know, maybe you could take them down and lay them outside and pressure wash them? I've never tried it so don't know if that works. Hmmm. Hoping some brilliant person on LJ has a good solution for you.
He actually did say he would come by every so often to make sure we were keeping it clean. Again, my first instinct is not to give in. Well, actually, I can't say that. My first instinct is to smack him in the face, but considering he's not HERE...
I think that I just want to give him a verbal smackdown. I have a lot of phone calls to make on Monday, that's for sure. My boss referred me to the law firm he uses, so at least I have someone in mind.
My issue is if I take down the blinds, I don't know how to put them back up! :-) Might ask my FIL to help when he gets back with Connor today

OMG. That landlord sounds like all kinds of nasty. I don't live in the U.S., so I have no idea about your rental laws, etc., but I'd take a look at the leases you've had. Do any of them mention pet fees

I didn't even know professional blinds services existed! That is fantastic! I'll go look it up!
Also, there are pet fees in the lease. But since we took care of them with our FIRST lease, we were under the impression that it carried over. They never gave us a new pet waiver with our next lease. He's just acting shady. We're looking at places just in case. Unfortunately, we have to decide by the end of the month because they need 60 days notice.

As for the Landlord person don't let him intimidate you and make sure you speak to the law firm tomorrow. Altho it sounds like you'd be better off elsewhere.

If you can afford to have a service come in that specializes in whole house cleaning, you can probably get it into appropriate shape in time. There are services who do move in/move out cleaning which is almost what you would need even if you are staying. It generally costs about $350 and can be accomplished in one to two days.
As for the blinds, if the service can't do those as well, have you tried vinegar and baking soda? It depends on the material, but generally that'll get off about anything, unless you are working with a fabric overlay. If it's plastic or wood slats it should work.
I think we're actually on a good groove on our own. I have a cleaning lady but I want to call her as a last resort. She's pricey, though. We've been scrubbing the walls and steam cleaning The carpet...yikes! Also the paint on the walls comes off with magic eraser which is probably not supposed to happen :-)

I love that baking soda and vinegar can do ANYTHING :-)
Put 3 tbsp of baking soda into an old spray bottle and then fill up the rest of the bottle with distilled white vinegar. Spray each slat, let it sit for minute or two and then wipe each slat down from top to bottom. I use an old sock over my hand for this. If that concentration isn't strong enough for the build up you could try making a paste, but I've had good results with just the spray.
If you are able to get them down, rinse them off with the hose (to get off excess dust, dirt, and grime) then soak them for a few hours in the tub with a warm water and a cup of bleach.
