The irony is that the US is one of two countries in the entire world (the other is Eritrea) where citizens have to pay taxes no matter where they live or make their money

Yeah, was this a recent move? Because I guarantee she's making over the $100,000 exemption (I believe it's this much) so she's still gonna be paying taxes unless she got rid of her citizenship, and homeless people are literally everywhere, so....

That's only for foreign-earned income so it wouldn't matter anyway! (I'm an American in Portugal so I'm intimately familiar with our extremely backwards tax laws for "expats")
