Yes, she implies they are girls who are so intimidated by the challenges of being a woman in a patriarchal society that they let themselves be seduced into transition. She even said once that if the ~transgender cult~ had existed when she was young, she'd probably have considered "becoming the son my father always said he wanted". Her feeling towards trans women is instant suspicion that they are fetish driven predators, towards trans men that they are just depressed insecure women exploited by the trans agenda.

Contrapoints summed it up really well in her J.K. Rowling video that she's unable to extend sympathy to trans people without trying to relate it to her own experience of struggling with identity and domestic abuse.

I help my nephew with his schoolwork and reading and I was initially so excited to introduce him to HP when he got old enough to read it, but now that he's at the right age, I can't do that with a good conscious, even if I'm not putting money in her pocket.
