Anne was fine acting-wise but she lacked all the sensuality and sexuality for Catwoman. Funny enough I think she had a bit more in Ocean's 8 from the clips I've seen.

i think that's less on anne and more on nolan being shit at writing women. if anne had been given the michelle version of catwoman i could see her kill that too
as for zoe she's just a terrible actor, no script or director's gonna fix that void of charisma

Anne is a pretty girl but I remember thinking she did not look or feel like Catwoman in her non-costume scenes. All the other ones look and feel Catwoman outside of their costumes. So for me it also goes back to that raw sexuality which is why despite her bad acting Zoe at least had that in her favor.
Poison Ivy is another one who's got raw sexuality and vampy persona so you would somebody to embody those qualities to make it work.
