I mean, the rape environment very much existed for 20 years before she got involved. He had very much been doing this since the 90s.
She wasn't involved in the child grooming or the forced abortions, she only tried to climb up the cult hierarchy when Raniere's right hand woman who was essentially his enforcer died. Even the woman who had his child and who was relatively high at the top of the hierarchy hid the pregnancy until it was too late to be forced to abort.
Allison played a surprisingly small role in it until the very end. Which isn't to diminish the role she did play, but the sexual violence very much existed for many years before that.

I mean "founder" in the same way that all the women and children in the cult "chose" to have abortions after he got them pregnant or how they all "chose" to starve. He was already keeping teenagers hostage, raping them, and forcing them to have abortions. Like, she didn't just magically come up with something completely in line with his sexual peccadillos and preferences and entirely to his sexual benefit, playing entirely into his notion of control and dominance. It's part and parcel of brainwashing and coercive control. She can be responsible for her own actions while still properly recognizing that someone else was still the puppetmaster and the beneficiary.
