I honestly don't see a difference. This isn't a 'personal choice' any more than choosing to drink and drive is - you might end up hurting or killing yourself and, more importantly, everyone you come into contact with. Until you also choose to not live/work/breathe in a society with other people you (should) have an obligation to not be an active danger. Telling people you can't work/travel to certain populated and/or vulnerable areas without being vaccinated first is the bare minimum of the social contract imo.
