Idk if this is true but from what I read elsewhere it said that Denzel first saw him because he was standing in the middle of the road where there was oncoming traffic, so he pulled over and got him out of the road and then stayed to intervene when police showed up. If true, it seems like he was maybe trying to hurt himself by stepping into traffic but even so, he needs a hospital, not a jail.
