He's been transferred - a lot. Four times, exactly. Transferred for being too violent, each time. Has had severe signs of being unstable, reckless, depression, etc.
But as you can see, all of that has stopped here. And not gradually, either. Very sudden. It's out of place.
I'm bothered by Kaufmann too. He's from Silent Hill, worked in Alchemillia Hospital, and was the big shot there. When we got the lead on where White Claudia might be trafficked from, thanks to Harry trying to send back for more, the Feds have been put on the case. Kaufmann somehow has an alibi for everything, and not a lick of evidence on him, which I take as even more suspicious.
Silent Hill's basically Maine's equivalent to the Bermuda Triangle. Plenty of unsolved mysteries there, particularly the sunken ship. But other than that, there's a death cult in the city, and I'm fairly certain they manufacture the drug White Claudia, which is exclusive to the region. It's immensely powerful. Causes severe, extended hallucinations that acid and the like couldn't even dream of.
As for Harry, he's an unfortunate victim in all of this. A couple of years ago, when I was still a cop, I pulled him from a car wreck. He survived, his daughter didn't, and that just pulled hell on him. Somehow, they sent him to Alchemillia and

Sounds like he's a man in a powerful position. He's got skill in playing dumb, to boot. I had a brief chat with him. Says he came here due to a patient's letter, and it sounds like that very patient is Harry.
Death cult, yeah. Mike called it the Order. Funny how he knows the name of it. I doubt he's actually part of the cult, though.
Seems like this Harry guy's got the luck of a black cat born on Friday the thirteenth. Sheesh. Anyway, I got asked by Travis that someone keep an eye on this Harry guy. I don't have the time myself unfortunately, but you already know him. Think you could keep a closer eye on the bad luck cat?
My theory is, Alchemillia Hospital is a pushing point for the drug, and Kaufmann was the main distributor. When the Feds finally came around, he'd easily be able to shift evidence onto the nurses. There's not a chance all that trafficking would be able to happen without him noticing. So no, I don't trust him.

Calls my daughter 'Mother', even, and asks for her to tell him who to judge, or what to do. Trying to get any information out of him would be hell, because I don't think he has the same mental process as we do.
I have some access into what's going on in Silent Hill now thanks to my contacts back on the force, but it's limited - the FBI doesn't just let anyone get in on an investigation, after all. The most I have are my own files from when I was investigating the cult while I was still a cop, and what my daughter might remember from being in that... orphanage. She doesn't

More than just that, I'm fairly positive that The Order are the manufacturers of a highly powerful drug called White Claudia. It's exclusive to the area, can only be made there. It's a severely addictive drug and can cause overpowering hallucinations. Most of the people from Silent Hill here experience similar hallucinations.
Pyramid Head, I'm fairly certain is or was one of the cultists. He refers to my daughter as 'Mother', asking for her to give him instructions on who to judge, what to do... it's twisted. He's also probably loaded with White Claudia.

Travis is bothered by this Mike Kaufmann cat and his buddy Harry. Doing some poking; Mike claims to be innocent about whatever White Claudia is about.
Silent Hill's not my area of specialty, but it seems to be a popular subject in this dump and I'm a curious kind of guy. You got the skinny I don't?
