I understand perfectly. You can't find a way to answer your vocation. I think the real problem in your situation is both the lack of clear laws and the vigilantism of the citizens when they feel wronged. But there have been a few trials recently and I wonder if they won't encourage more.

That's precisely what has been bothering me in the entire course of my stay here. There is no restraint on a lot of people, and to know of the kind of worlds they come from where such things are encouraged... it makes it even harder to propose any means of compromise.
