Have you tried a treatment that contains an active ingredient? If these are infections then an antibiotic-including lozenge, like Tyrozets, can work quite well. They're mainly intended for sore throats, but their local anesthetic and antibiotic action does quite well on ulcers for me.
Yes, I have, and no, it hasn't made much difference. I think that for me they are usually the result of some chemical imbalance that gets thrown out of whack by stress exacerbated by too much coffee and not enough breakfast or sleep. Of course, you're entirely right that in cases where it is an infection then the standard sore throat stuff should work. (Though my mouth ulcers tend to last longer than my sore throats.)
I have a friend with what sounds like the same problem who has had a similar experience with the steroid medication. Though, in her case, it seems that one of the triggers is an allergy to certain types of artificial food dyes.
I too have mouth ulcers. Kenalog, which is a topical steroid, can be injected into the ulcer. It shortens the outbreak to several days, tops. I highly recommend it. Whenever I have ulcers on my tonsilar pillars, I opt for this treatment.
The cream I'm using is Kenacort which sounds like it is similar to your Kenalog. Thank heavens, I never get them on my tonsils - if I ever do, I'm definitely going for your solution.

Might I humbly suggest less coffee? I gave it up quite a few years back when I realised just how addicted I was.
Oh - and less stress would be a good thing too :-)
