Now I'm getting the runaround from two telcos simultaneously. AT&T has screwed up our line so nobody can put a dialtone on it. TDS is powerless until AT&T can fix it.

They *might* have it fixed tomorrow. *Might.*

I'm waiting for them to cut off my power next.

You know Neil Gaiman could incorporate something this wacky into one of his books, the secret world of phone/internet/combo company asshat-ery. Honestly I wouldn't be surprised at this point of somehow your power got cut off. Just trying working some good phone/internet vibes into your head and hopefully this damn bs shall blow over soon. I know this hell alllllll too well. They are out to screw the world or just drive it mad...

Call the public utility commision or who ever they're called in your area.

Already did. Filed a formal complaint with the bureau of Agriculture, Trade and Consumer Protection. (Public Service Commission only handles electrical, gas, water and sewer - they've offloaded telecom to ATCP)
