Most quick body-fat measures are notoriously fickle. What were you using? Calipers?
Another factor to consider is your overall strength level. Could you have lost muscle mass, which would account for the somewhat static body fat%? How are your strength metrics?
Good on you for committing to healthier eating! If your strength metrics are steady or up, and your weight is down, you're doing great, regardless of the body fat measurements.
