If they were going to do a reboot, why didn't they just wipe out everything and start over instead of mixing and matching? It's a worse mess than it ever was now!

This exactly. I'm sorry, I'm having trouble understanding how Dick Grayson ever grew into the sort of man who could become Nightwing (pursuing his own identity) and even take the cowl without the experience he gained being his own person in the Titans.
It's the same problem with Booster Gold. The only reason Booster grew into a less self-absorbed, actual hero who doesn't constantly concern himself with publicity shots was because of his friendship with Ted and Ted's death (primarily the latter). I mean, if you go the "it never happened" route, I'm sorry, we need to see unsure-of-himself-on-his-own Dick and wait-is-that-a-camera-CHEESY-SMILE Booster.
And...aw, poor Tim. Feels like he's gone from being an actual, adopted Wayne and a legitimate part of the Bat-family to the red-headed step-child.
So much of Dick is the time he spent as Robin. He was Robin until his early twenties, for crying out loud! He was able to learn from Bruce and be the perfect partner for the Bat, keeping Bruce balanced as well, and then at a very young age he became leader of the Titans. I don't think they ever held elections like the JLA for rotating chairmanships, it was always Dick as the leader. He was a natural and the other Titans recognized that.
It's like the DC higher-ups are actively trying to demonstrate that they have no organizational skills whatsoever.
Because it would be one thing if they did a free-for-all reboot and let their writers develop the titles to the best of their abilities; or if they did a controlled reboot where they carefully stipulate what they're doing so as to maximize their efforts towards a better result.
But they're doing a worse of both worlds and it just looks amateurish.
It sounds like essentially, they kept most of his time as Robin, but he was wearing that silly costume instead. Which completely retcons WHY he wore the costume, and makes me wonder if Bruce's death and Dick's time as Batman even happened.
Snyder said in his SDCC panel yesterday that Dick was Batman and chose to give the mantle back to Bruce when he returned for reasons that Snyder will be addressing in the next year.
