I think you'd have to ask Rose and the other healers. She barely said anything at all when I brought her back. It's gonna be a long time before she's her old self again...

I don't think running water will stop them. My roommate, before she vanished, was one of the Slayers. From what Buffy told me about vampires the only things that can stop them are a wooden stake through the heart, beheading, sunlight, and fire.
