Narf, someone beat me to the Proclaimers thing, but the PPG series is called Powerpuff Girls Demashitaa, and they have some episodes up on Youtube.
Having dial up, I wasn't able to watch any of the episodes, but I read the plot and it's slightly different from the American one, but all the same villians are there.

Yeah, they totally changed loads of stuff. I.E. They aren't related, not even to Utonium, who has a son! @_@ Lol
