Mm. To a certain extent. They often manage to find their way inside a building all the same. It's best to keep your eyes always open just to be safe.

They don't generally bother to. It's not worth their time, for the amount of potential energy they'd gain from it. Especially when there's a City full of veritable wellsprings of potential energy. People already taken not only out of their own time but out of their own universe.

You could always try and trick them into looking at one another. They'll be temporally locked eternally, that way.

Or try to avoid them at all, yes. Although, due to your very presence in the City, taken out of your own time and universe, you're like a big, red homing beacon to them. The only consolation I can offer is that it's the same for everyone else.
